ChatGPT Ads is getting closer to Norway: here's what to do now
OpenAI is building out its advertising platform at a pace even Google would nod approvingly at. In the last few weeks alone, ChatGPT Ads has gained customer list uploads, AI-generated ad drafts and a self-serve ads platform with no minimum budget. And now the rollout has reached the EU. Norway isn't on the list yet, and that's actually good news: you have time to prepare.

What is ChatGPT Ads?
ChatGPT Ads is OpenAI’s advertising platform, where businesses can show sponsored answers directly in ChatGPT conversations. Ads are bought through a self-serve Ads Manager with click- or impression-based pricing, and appear at the exact moment the user is actually asking for advice.
OpenAI started the pilot program in the US in February 2026, and has expanded in stages since. The idea is simple: people use ChatGPT for research before buying, and that makes it valuable for an advertiser to be present right there.
If you run a business in Norway, this is still a channel you can read about but not use. That will likely change faster than you think, which is why you should know what’s happening.
What has happened in recent weeks
Things are moving fast, so let’s cover the essentials.
You can upload your own customer lists
On July 7, Craig Graham at Grayvault Consulting spotted a new “Audiences” tab in ChatGPT Ads, covered by MediaPost. It lets advertisers upload their own customer lists, that is, email or phone lists, and use them to control who sees their ads. The same tool can be used for exclusion, so you avoid paying to show ads to existing customers.
This is the same kind of first-party data targeting that Google and Meta have built their businesses on. Graham also points out that you should expect to match only part of your list, as on every other platform. The lists are directional, not complete.
ChatGPT can create the ads for you
In June, OpenAI added a feature where ChatGPT generates ad drafts for your brand. Using it is optional, and you can review, edit and approve everything before anything goes live.
A warning from practice: Anthony Higman at Adsquire documented that when you adopt an AI suggestion, every ad in the ad group is sent back for review. Your campaign can effectively pause while the platform thinks it over. Teething problems like these are normal in a pilot, but worth knowing about.
Self-serve ad buying with no minimum budget
OpenAI has quietly launched its own Ads Manager, with click- and impression-based bidding and no minimum spend requirements. Industry reports suggest click prices around 3 to 5 dollars in the US. Those are numbers from an immature platform and should be read as an indication, but they tell you the threshold for testing is low.
From 4 to 10 markets in five months
The rollout has moved in stages: the US in February, then Canada, Australia and New Zealand in March. June brought the UK, Japan, South Korea, Mexico and Brazil. And in July, Digiday reported that France, Germany, Ireland and Singapore are next, bringing the pilot to 10 markets.
Note the last three European names. France, Germany and Ireland are EU countries. The privacy frameworks that apply there are, in practice, the same ones that apply in Norway through the EEA. Once OpenAI gets its ads product working within EU regulations, there is little standing in the way of a Norwegian launch.
Is ChatGPT Ads available in Norway?
No. ChatGPT Ads is not available to Norwegian advertisers as of July 2026. But the pilot program is now running in the EU, and that makes the road to Norway considerably shorter than it was this winter.
OpenAI has not communicated any date for Norway or the Nordics. Based on the pace so far, with new markets roughly every month since February, it is reasonable to expect the Nordics on the list within the next year. That is our reading of the pace, not a promise from OpenAI.
Why you should care already
Those who learned Google Ads early got years of cheap clicks before their competitors woke up. We see the same pattern in every new ad channel: being early means low competition, low prices and time to learn the channel while mistakes are still cheap.
And something bigger is happening here. ChatGPT is becoming a surface where your business can be visible in two ways: organically, when the AI engine mentions and cites you when someone asks for advice, and paid, through ads. It is the same dynamic as in Google search, where SEO and paid advertising each solve their part of the job. Businesses already working on AI visibility have a head start the day paid arrives on top.
Five things you can do now
Clean up your first-party data. Customer lists and email lists become targeting currency in ChatGPT Ads, just like with Google and Meta. If you do not have a tidy system for consent and lists today, that is job number one.
Build AI visibility organically first. Getting mentioned by ChatGPT when someone asks for advice in your industry costs effort but no media budget. We have written about what AI visibility costs in Norway, and that work pays off regardless of when the ads arrive.
Get your website ready to receive. Traffic from ChatGPT arrives with high intent. A site that loads slowly or hides the contact form burns that traffic no matter how good the ad is.
Set aside a test budget and an owner. Decide now who on the team owns the channel when it opens, and set aside a small test budget in next year’s marketing plan. That saves you internal rounds when it happens.
Follow the rollout. OpenAI announces new markets roughly monthly. We track this continuously and write about it when something happens that matters for Norwegian businesses.
What still feels rough
We would not have your back if we only served the sunshine story. ChatGPT Ads is a pilot, and it shows. Ad groups are sent back for review when you use AI-generated suggestions. Match rates on customer lists are incomplete. And AI answers still miss on attribution: MediaPost describes a case where Google AI Mode showed one business in the answer but linked to a competitor’s website.
None of this is a reason to write off the channel. It is a reason to go in with open eyes, test with small budgets and measure everything. Like everything else in AI right now.
ChatGPT Ads is still a pilot, but the direction is clear: OpenAI is building a full-fledged ad channel, and it has just crossed the border into the EU. Norwegian businesses that use the waiting time to clean up their data and build organic AI visibility are first in line the day the channel opens here.
